### Description
The following invocation:
```php
php -r 'file_get_contents("https://ip.loltek.net");'
```
Resulted in this output (on some systems):
```
PHP Warning: file_get_contents(): SSL operation failed with code 1. OpenSSL Error messages:
error:0A000126:SSL routines::unexpected eof while reading in Command line code on line 1
```
But I expected this output instead:
```
(blank)
```
it seems only PHP is affected, and only some installations of PHP, and curl is unaffected even when
running the exact same OpenSSL version, thus i guess it might be a PHP bug?
Affected:
PHP 8.1.8 OpenSSL OpenSSL/1.1.1n (PS curl is unaffected with the exact same OpenSSL)
PHP 8.1.2 OpenSSL 3.0.2 15 Mar 2022 (PS curl is unaffected with the exact same OpenSSL)
PHP 7.4.? OpenSSL ? (the same behavior has been observed on a PHP7.4.x with OpenSSL, but that
system has been trashed and the exact version numbers were not recorded)
Not affected:
PHP 7.3.7 OpenSSL/1.1.1q
Curl 7.84.0 OpenSSL/1.1.1q
Curl 7.81.0 OpenSSL/3.0.2 (PS PHP8.1.2 is affected with the same OpenSSL)
Curl 7.64.0 OpenSSL/1.1.1n (PS PHP8.1.8 is affected with the same OpenSSL)
