[php-src] Issue #9442: SQLite upgrade

Issue: https://github.com/php/php-src/issues/9442 Author: WindyWilliam ### Description PHP v8.1.9 and v8.2-beta use SQLite v3.37.0, which is way too old. Is there any plan to upgrade SQLite library in next PHP versions? Or any way to upgrade it by ourselves? I tried to change source codes by myself, but I couldn't figure out how I can upgrade the SQLite library or use an external library during compile time. Sqlite 3.39.2 compared to 3.37.0: * The -> and ->> operators for easier processing of JSON * Support for RIGHT and FULL OUTER JOIN * New Binary comparison operators * Many bug fixes, enhancements and optimizations and more.
