### Description
Trying to compile PHP with custom sqlite compile-time configurations.
It seems like SQLITE_CFLAGS does not work.
Here is a sample compile command:
```bash
export SQLITE_CFLAGS="\
-DSQLITE_DEFAULT_SYNCHRONOUS=3\
-DSQLITE_DEFAULT_WAL_SYNCHRONOUS=1\
"
./configure && make clean && make && make install
```
PHP code to check SQLite compile options:
```php
print_r($pdo->query("PRAGMA compile_options")->fetchAll());
```
Result from recently compiled php:
```
[11] => Array
(
[compile_options] => DEFAULT_SYNCHRONOUS=2
)
[13] => Array
(
[compile_options] => DEFAULT_WAL_SYNCHRONOUS=2
)
```
As you see, SQLITE_CFLAGS is not affected. I set many other compile-time SQLite configurations, none
of them is affected.
