### Description
PHP on Windows relies on PATH for loading its DLL dependencies. Sometimes it is unexpected and very
inconvenient, especially when there are a few versions of PHP are installed at the same time.
PHP doesn't need to rely on PATH, Windows 7+ supports
AddDllDirectory
([docs](https://learn.microsoft.com/en-us/windows/win32/api/libloaderapi/nf-libloaderapi-adddlldirectory))
that allows to specify additional DLL search paths. It can be done for the whole process or for
specific LoadLibrary calls.
It will resolves issues like #10076.
