### Description
The following code:
```php
var_dump(INTL_ICU_VERSION);
$f = new IntlDateFormatter('en', IntlDateFormatter::MEDIUM, IntlDateFormatter::SHORT,
'UTC', IntlDateFormatter::GREGORIAN, 'qqqqq');
var_dump($f->format(0));
```
Resulted in this output:
```
string(4) "70.1"
string(1) "1"
```
But I expected this output instead:
```
string(4) "70.1"
string(1) "1st quarter"
```
Same with "QQQQQ" as pattern.
Note that this happens only on recent-enough versions of intl. On 3v4l.org, the version is older and
isn't affected apparently.
