### Description
The following code:
```php
<?php
print_r(hrtime());
```
Resulted in this output:
```
Array
(
[0] => 685240
[1] => 81399051
)
```
But I expected this output instead:
```
Array
(
[0] => 685240
[1] => 813990512 // nano seconds
)
It should be nine digits, but getting 8 digits sometime
```
