### Description
#10424 I noticed when I was creating it. If
opcache.jit=function, [arginfo / zpp
consistency checks](https://github.com/php/php-src/blob/master/Zend/zend_execute.c#L1229) are
skipped on function calls, even in debug builds.

This is probably unintended behavior, but I don't know how to fix it or if it should be
fixed...
