### Description
I do not belive https://github.com/php/php-src/blob/a4fd2609ce0c9ce7bf3d13f0a111a04e3ba6f4c8/ext/standard/basic_functions.stub.php#L3500
CTE flag is correct, as
serialize might involve calling magic methods like
__serialize which might be not desired to be evaluated at compile time nor NOT evaluted
multiple times at runtime.
