Author: joho1968
### Description
The following configuration
```
php_admin_value[upload_max_filesize] = 10MB
php_admin_value[post_max_size] = 10MB
```
resulted in both values being set to zero.
I would have expected an error to be thrown/logged at the very least, that the pool was ignored, or
that PHP-FPM refused to start at all. This is obviously an error on my part, but I don't think
PHP should just silently ignore this.
### PHP Version
PHP 8.1.2-1ubuntu2.11

Ubuntu 22.04.LTS
