### Description
Recently, in Mexico the time change was removed. The problem is that if I put the time zone
America/Mexico_City, I get the wrong time (one hour more than the current one). I have a windows
server in which the time is correct.
The following code:
```
<?php
date_default_timezone_set('America/Mexico_City');
echo date('H:i:s');
?>
```
Resulted in this output:
```
11:39:30
```
But I expected this output instead:
```
10:39:30
```
