### Description
Hello, starting from today at 00:00 Egypt decided to use the daylight saving time so it should be
UTC+3 instead of UTC+2 till October 28th, so for now php gets the time as UTC+2 still.
btw i tried all versions either 7.4, 8.0, 8.1, 8.2
The following code:
```php
<?php
date_default_timezone_set('Africa/Cairo');
echo date('Y-m-d H:i:s');
exit();
```
Resulted in this output:
```
2023-04-28 01:44:46
```
But I expected this output instead:
```
2023-04-28 02:44:46
```
