### Description
Cairo hasn't applied Daylight saving time since 2014 but it was applied this year (2023)
It hasn't been added to php yet
The following code:
```
<?php
$timezone = new DateTimeZone("Africa/Cairo");
$timezone->getTransitions();
<?php
```
returns the last transition as this
```
[
"ts" => 1411678800,
"time" => "2014-09-25T21:00:00+0000",
"offset" => 7200,
"isdst" => false,
"abbr" => "EET",
]
```
I will be glad if you add the correct transitions as soon as possible
