### Description
The following code:
```php
<?php
echo date("l jS \of F Y h:i:s A (e)", strtotime("11:00 AM 1 Jan 2000
Europe/London"));
```
Resulted in this output:
```
Saturday 1st of January 2000 11:00:00 AM (UTC)
```
But I expected this output instead:
```
Saturday 1st of January 2000 10:00:00 AM (UTC)
```
As London time is currently UTC+1
