[php-src] Issue #11985: Can't get a perfect score for the tests, what's going on here?

I'm following along your prompts and so I run make test like your prompts suggested. To my dismay it looks like there are eight tests failing right now. If these tests aren't supposed to matter then why aren't they skipped?
