[php-src] Issue #12009: Add a setting item to allow dynamic properties in bulk

In addition, there are cases where prohibiting dynamic properties becomes a problem when using Redis and serialization in an environment that uses rolling update. So I would like to ask: 1. Do you think this proposed change makes sense? 2. From which php version will the changes be accepted, if it makes sense? 3. Does this change require an RFC? Thank you.
