### Description

The following code:

```php
<?php
highlight_string('<?php phpinfo(); ?>');
```

Resulted in this output:
```
<code style="color: #000000"><span style="color:
#0000BB">&lt;?php phpinfo</span><span style="color: #007700">();
</span><span style="color: #0000BB">?&gt;</span></code>
```

But I expected this output instead:
```
<pre><code style="color: #000000"><span style="color:
#0000BB">&lt;?php phpinfo</span><span style="color: #007700">();
</span><span style="color:
#0000BB">?&gt;</span></code></pre>
```

<pre>.....</pre>  ??
