### Description
I have discovered that cookies are only readable using HTTPS for PHP scripts.
This problem has been verified in PHP 8.1.20, 8.2.10 and 8.3.0RC1.
There are two test cases that demonstrate this problem.
HTTPS test
https://devmybotoxdiary.barbsbu.com/test/cookie_test_1.php
HTTP test
http://devmybotoxdiary.djpnet.dyndns.org/test/cookie_test_1.php
My local intranet version using domain djp.net always works with http.
