Issue: https://github.com/php/php-src/issues/12397 Author: Pilou4 ### Description The following code: ```php <?php ```$formatter = new IntlDateFormatter('fr_FR', IntlDateFormatter::FULL, IntlDateFormatter::FULL, 'Europe/Paris', IntlDateFormatter::GREGORIAN, "d MMMM Y"); $testedAt = new DateTime('01-01-2017'); $dateFormat = ucfirst($formatter->format($testedAt)); Resulted in this output: ```1 janvier 2016 ``` But I expected this output instead: ```1 janvier 2017 ``` Same with 01-01-2016 tranform into 01-01-2015 .Works fine with all other dates ### PHP Version PHP 8.2.11 ### Operating System Ubuntu 22.04.3
