[php-src] Issue #12516: Curl extension not loading.

Issue: https://github.com/php/php-src/issues/12516 Author: mikej0 ### Description Hi, I have used MAMP to install PHP 8.2.1 on Windows. When Apache starts up, the php log shows that curl was unable to be loaded. I have two mentions of curl in php.ini (due to experimentation). My php folder is on my path. ``` extension=php_curl.dll extension=curl ``` This ticket https://github.com/php/php-src/issues/10076 suggests that curl has dependencies on libcrypto-3-x64.dll and libssl-3-x64.dll. My php folder has libcrypto-1_1-x64.dll and libssl-1_1-x64.dll, if that makes a difference. I get the error: PHP Startup: Unable to load dynamic library 'curl' (tried: C:\MAMP\bin\php\php8.2.1\ext\curl (The specified module could not be found), C:\MAMP\bin\php\php8.2.1\ext\php_curl.dll (The specified module could not be found)) in Unknown on line 0 I don't know what to try next.
