### Description
Attempting to compile php 8.3 on Peppermint OS 12 (Bookworm) results in the error:
```
configure: error: Package requirements (libxml-2.0 >= 2.9.0) were not met:
Package 'libxml-2.0', required by 'virtual:world', not found
````
In case it helps, my libxml version is:
2.9.14+dfsg-1.3~deb12u1
This seems to be the current libxml version
