### Description
When Laragon is set to use PHP v8.2.6 or earlier it loads normally, but as soon as I change it to
use the v8.2.14 or higher PHP files, the web server causes two error messages to appear one on
screen, one right after the other. Both error messages say the same thing, which is the following:
httpd.exe - Entry Point Not Found
---------------------------
The procedure entry point nghttp2_option_set_no_rfc9113_leading_and_trailing_ws_validation could not
be located in the dynamic link library
C:\laragon\bin\php\php-8.2.14-Win32-vs16-x64\ext\php_curl.dll.
This error message appears on both my Win10 and Win11 machines when I login or change what version
of PHP is being run, so I believe the problem lies with some change to the files included in PHP
v8.2.14 and higher. As aside from the two start up error messages appearing, Laragon has not
noticeably had problems running PHP using the higher versions.
