### Description
PHP 8.3.0/8.3.1 + xdebug 3.3.0/3.3.1 + Apache 2.4.58 + MySQL 8.2 load the CPU to the maximum after
starting any web application in php (eg phpMyAdmin).
Any PHP 8.0/8.1/8.2 in a similar combination never created a load on the CPU.
