Issue: https://github.com/php/php-src/issues/14686
Author: popov654
### Description
**Steps to reproduce:**
1. Install PHP as Apache module
2. Start Apache server
3. Run any PHP script (single liner with
phpinfo() call is okay)
4. Open task manager and select "Services" tab
5. Right click on Apache2.4 and select "Stop" from the context menu
**Expected behavior:**
The service state becomes "Stopping", than "Stopped"
**Actual behavior:**
The service state becomes "Stopping" and stays there forever, while the two Apache
processes are still running.
If I run any script through the browser (for example, the same one), I get the correct response, and
only after that the Apache goes down and the service is stopped.
That applies to both Windows 10 and Windows 11, or so it seems.
### PHP Version
PHP 8.3.2
### Operating System
Windows 10 x64 1909
