[php-src] Issue #19522: Replace `SQLExtendedFetch` with `SQLFetchScroll` in ext/odbc

Issue: https://github.com/php/php-src/issues/19522 Author: NattyNarwhal ### Description [SQLExtendedFetch](https://learn.microsoft.com/en-us/sql/odbc/reference/syntax/sqlextendedfetch-function?view=sql-server-ver16) is deprecated. Now that we can assume ODBC 3.x in 8.5 (and especially with a driver manager to handle ancient drivers, in case), we should use [SQLFetchScroll](https://learn.microsoft.com/en-us/sql/odbc/reference/syntax/sqlfetchscroll-function?view=sql-server-ver16) instead. PDO_ODBC is already using this. Previously mentioned before, in i.e. [this comment](https://github.com/php/php-src/issues/15219#issuecomment-2277575432). May be wise to wait on cleanups in GH-15727, since that will remove ifdef soup for ancient drives.
