[php-src] Issue #24231: "Cannot access phar file entry" with long file names (longer than 100 characters)

Issue: https://github.com/php/php-src/issues/24231 Author: bohwaz ### Description Reporting here as it caught me by surprise: PharData doesn't support TAR filenames longer than 100 characters. If you have such a file you will get this error: ``` Cannot access phar file entry '...file path...' ``` There is no other solution other than accessing the TAR archive differently or having shorter filenames. This is part of the original TAR format. Only GNU tar supports more than 100 characters and this extension is not supposed by PharData.
