The following code:
Actual behavior:

$ php -n -r 'var_dump(ini_get("memory_hard_limit_percent"));'
string(0) ""
$ php -dmemory_hard_limit_percent= -r
'var_dump(ini_get("memory_hard_limit_percent"));'

```
Expected behavior:
