Thank you for taking the time to write to us, but this is not
a bug. Please double-check the documentation available at
http://www.php.net/manual/ and the instructions on how to
report
a bug at http://bugs.php.net/how-to-report.php
This is expected behavior in 4.3.0 and higher to make it possible for
CLI to have a nice output too.

after setting "html_errors" to flag "Off"
phpinfo() stops output result in html format (all tags and styles are
disappeared), but phpinfo() it's not an error message, so it's should
not be affected by "html_errors=Off" in php.ini.
