You can accomplish it with iconv() or mb_convert_encoding().

How can I UTF-8 encode the euro symbol?
New symbols like the Euro are not correctly encoded by the current
utf8_encode function. ISO has issued a new standard: ISO-8859-15, which
is mostly like ISO-8859-1 except that it removes some rarely used
characters (the old currency sign) and replaced it with the Euro sign.
The feature request: a function to utf-8 encode a string, that also
encodes the euro symbol correctly.
