The function appears to be dependant on HAVE_BIND_TEXTDOMAIN_CODESET,
which is not defined in Win32 builds.

Trying to use bind_textdomain_codeset() with the
PHP 4.3.0 binaries results in the following error:
Fatal error: Call to undefined function: bind_textdomain_codeset()
Is the php_gettext.dll in the 4.3.0 release outdated?
