Make command fails with following message
gcc: ext/standard/a: No such file or directory
make: *** [sapi/cli/php] Error 1

configuration completes with the following:
./configure --enable-debug --enable-libgcc --enable-dbx \
--enable-ftp --enable-inline-optimization \
--with-nsapi=/export/webtools/netscape/server4 \
--with-pgsql=/usr/local/pgsql \
--with-oracle=/export/webtools/app/oracle/product/8.1.7
