#21991 [NEW]: CLI only gets compiled with --with-apxs

When you compile, you dont get the CLI unless you include --with-apxs in the ./configure line. I confirmed this by having my mates try out different configure lines, they too only got it when configuring with the --with-apxs option enabled.
