(And where did you find php 4.0.8? That did never exist :)

preg_match("/^([abcdefghijklmnopqrstuvwxyzäöüß \-])+$/i",$input)
does not Match on "Öhringen", or "dhdgÖfdhh", but on "Lörrach".
I think it is a problem of case sensitivity.
Solutions:
use:preg_match("/^([abcdefghijklmnopqrstuvwxyzäÄöÖüÜß
\-])+$/i",$input[Ort])
or
install PHP 4.0.8 (no problems)
