You have probably run configure and make several times which has
created some stale objects. Please try:
make clean
make

Configuration line:
./configure --with-pgsql=/usr/local/pgsql
--with-apxs=/usr/local/web/apache/bin/apxs
Make result:
ext/ctype/ctype.lo: file not recognized: File truncated
collect2: ld returned 1 exit status
make: *** [libphp4.la] Error 1
apache compiled so:
./configure --prefix=/usr/local/web/apache --enable-module=so
