I can confirm that this is still a problem in 4.3.0.
Again, this is trivial to reproduce; just run the Windows PHP installer
like this:
php-4.3.0-installer.exe /s

The Win32 installer php-4.2.3-installer.exe accepts the "/s" switch
which should perform a silent installation, but it still pops up a
dialog box.
To reproduce, just run:
php-4.2.3-installer.exe /s
