Please try using this CVS snapshot:
http://snaps.php.net/php4-STABLE-latest.tar.gz
For Windows:
http://snaps.php.net/win32/php4-win32-STABLE-latest.zip
Appears to have been fixed, cannot replicate using latest CVS.

Verified with this script:
<?php
$ch = curl_init("https://solo3.merita.fi/cgi-bin/SOLO0001");
curl_setopt($ch, CURLOPT_HEADER, 0);
$fp = tmpfile();
curl_setopt ($ch, CURLOPT_FILE, $fp);
curl_exec($ch);
curl_close($ch);
// fseek($fp,1,SEEK_SET); // uncomment this and it works..
fseek($fp,0,SEEK_SET);
$result = fgets($fp,1024);
fclose($fp);
var_dump($result);
?>
Outputs:
bool(false)
