In php 4.3.1 the imap_rfc822_write_address() function seems to return
extra double quotes "" when there is no personal value.
For example:
imap_rfc822_write_address('marko', 'oblo.com', '')
would output:
"" <marko@oblo.com>
when in php 4.2.3 it would rightly only output:
<marko@oblo.com>
