This bug has been fixed in CVS.
In case this was a PHP problem, snapshots of the sources are packaged
every three hours; this change will be in the next snapshot. You can
grab the snapshot at http://snaps.php.net/.
In case this was a documentation problem, the fix will show up soon at
http://www.php.net/manual/.
In case this was a PHP.net website problem, the change will show
up on the PHP.net site and on the mirror sites in short time.

Sorry my later answer..
I changed to php 4.3.1 and I got same error, so I did what you ask
for:
[root@babe ~/work/php-4.3.1]# ./configure -with-apache=../apache_1.3.27
--disable-all
I did make with no errors, but when I did make install a got an error:
[root@babe ~/work/php-4.3.1]# make install
Installing PHP CLI binary: /usr/local/bin/
Installing PHP SAPI module
Installing shared extensions:
/usr/local/lib/php/extensions/no-debug-non-zts-20020429/
Installing PEAR environment: /usr/local/lib/php/

I'm using:
gcc version 3.2 20020903 (Red Hat Linux 8.0 3.2-7)
on an 2.4.18-27.8.0 kernel system.

But I have no error compiling PHP.. the error is when I compile apache
after installing PHP.

Try this configure line for PHP:
./configure --with-apache=../apache_1.3.27 --disable-all
