Can't reproduce either, must be a configuration error

Odd, unable to reproduce here. How is PHP triggered in your httpd.conf
and which mime type is it you see in the download dialog?

I had a test script called php.php stored in /srv/www/htdocs with
permissions rw-r--r--
<?php
phpinfo();
?>
Everytime I try to execute it, I am offered the opportunity to download
or open it. Renamed file to phpinfo.php and it correctly executes.
Renamed to fred.php, it executes. Renamed to php.php, back to being
offered a download.
Vanilla install of Suse 8.2
