At this time it is the intended behavior. You are expected to have a
dedicated ini file for CLI or have no ini for CLI. The latter can
simply be accomplished by invoking CLI with parameter -n which
suppresses ini parsing. I leave this still open yet.

The new CLI mode on 4.3 version is s'pose to have the
max_execution_time overiden to 0. This doesn't seem to be happening.
