Bug description:  w32api extension does not work with ISAPI (CGI works)

The win32api registerfunction causes an access violation in PHP with the
ISAPI module. The CGI module works fine.

      $w32api = new win32;   
      $w32api->registerfunction("long APIWrapper (string &a, int &b) From
WebMailAPI.dll");

PHP/w32api module does not even get to load the DLL. Syntax is checked
properly and then it causes the access violation.

Please fix that. Thank you
