Now html_entity_decode() can also decodes numeric entities.
This feature will be in php5.

Currently, get_html_translation_table() can use HTML_ENTITIES or
HTML_SPECIALCHARS, which is great, but it would be even more helpful to
add a complete list of all the — type html entities that aren't in
either table currently, so that a user can take the array returned,
flip it, and use strtr to translate those characters as well.
I would think this addition would be straightforward, and would offer
my time to code it up.
