You need Oracle client version 8.1 or later for PHP oci8 extension to
work on Windows.

You just have too old oracle version installed.
And this is under windows. So the configure fix for #18640 did not
work. I checked the sources..this should have happened to you even with
PHP 4.3.1 ?

Somewhat related to #18640, but I thought sufficiently different for a
new report.
Installed the latest stable 4.3.2 on my Windows test server from the
Zip snapshot -- on attempting to enable the OCI8 extension I get the
error:
"The procedure entry point OCILobFreeTemporary could not be located
in the dynamic link library OCI.dll" (sic)
