The browser never sends anchor tags to the webserver, so unless you
expect the webserver and/or PHP to be psychic, there's no way you'll
ever see it.

Anchors from a URL don't appear in QUERY_STRING.
Reproduce code:

Create a page
<pre>
<?
print_r($_SERVER);
?>
</pre>
View it in a browser with an anchor tag on the end
eg
http://www.example.com/test.php#anchorname
#anchorname doesn't show up anywhere.
Expected result:
----------------
#anchorname to appear in QUERY_STRING or somewhere.
