If you read install.txt that comes with PHP it would tell you to copy
dlls\*.dll to system32 folder.

In Windows XP and Apache 1.3.27, when you try to load a php page, it
says PHP could not be loaded because iconv.dll could not be found. This
is fixable by moving it to C:\Windows\System32 but I thought I would
just let you guys know.
