#24464 [Bgs]: --with-mssql does not seem to work

I can go manually change the configure script to THINK I put it in the configure command line. (Change the PHP_MSSQL=no to PHP_MSSQL=yes, and default the option to yes). If I do that everything works like a champ, however if I don't php skips right over mssql.
