Bug description: Call to undefined function: rotateImage()

I can't use imageRotate() in PHP 4.3.1. The manual says it's just
supported up to 4.3.0 but I tried the same code on another server using
4.3.2 and it works. Is it a bug or is there an alternative way of rotating
an image in 4.3.1?
My site is hosted, and my host won't help me out. Here is their setup:
