include_path can be set in .htaccess or in your script using ini_set()

When using PHP on ISP servers, a user normally haven't got access to
the php.ini file. Therefore he can't change the include_path settings.
Wouldn't it be possible to let
include/include_once/require/require_once search for files in a given
environment variable as well? For example PHP_INCLUDE. It would be the
same as CLASS_PATH in java.
