There is no way to detect existing namespace declarations in a
domelement.

The user-note also makes some comments on the bahaviour of set_namespace()
but that issue is not as important as the lack of namespace declaration
detectability. This is of particular importance when importanting
exteernal XML data into DOMXML objects.
