That's absolutely correct. Do a var_dump() instead of a 
print_r() to see the boolean return value.

Not a bug.

the fuction returns TRUE or FALSE. 

you can test e.g
if (checkdate(11,32,2003))
{
   echo "Date ok";
}
else
{
    echo "Date not ok";
}

Look at the documentation at 
http://us4.php.net/manual/en/function.checkdate.php
