It detects -lssl just fine, but somehow -lssl doesn't
end up in the makefile.

What was the full configure line you used?
Anything in config.log? (put it online, along with the generated
Makefile..)

when configuring --with-openssl statically, -lssl is missing from the
libs, so linking fails.
rpm -q openssl
openssl-0.9.6b-35.7
(this is not managed via pkg-config)
